College and Career Readiness: A Systemic P-20 Response

This report will view the college and career-readiness challenge through a multi-level “P-20” lens. It will begin with a description of the current national policy context for the college- and career-readiness movement and set out a rationale for the P-20 perspective. It will then review the growing body of literature on the issue. The literature review will focus first on the problems—the critical transition points where students fall off track, as well as the barriers that permeate the current system. It will then move to a discussion of solutions, with a review of evidence-based strategies for preparing students for postsecondary education and employment. It will conclude with a description of a framework for assessing the extent to which a district’s policies and practices promote college- and career readiness outcomes.
