Building a consensus on K-12 education in Arizona

First, there is near unanimity that student achievement needs to be improved. Particularly for low-income and minority kids, but also across-the-board.

Second, there is a wide consensus that Arizona K-12 schools are underfunded. At this point, those who disagree with that are small in number.

And from there, the consensus falls apart and fractures.
