The Partnership for Assessment of Readiness for College and Careers (PARCC), a multistate consortium working together to create next generation assessments, today announced the release of a request for proposals (RFP) for the PARCC Operational Assessments.

The PARCC RFP for Operational Assessments requests proposals for the ongoing development and implementation of multiple components of PARCC's assessment system, including:

Ongoing item and test development for PARCC's Mid-Year, Performance-Based, and End-of-Year assessments in English Language Arts/Literacy and Mathematics, as well as administration of these components starting in 2014-15;

  • Reporting of assessment results to states, districts, schools, educators, parents, and students; and
  • Analysis of assessment results and conducting of research studies to ensure that the PARCC assessments measure the college- and career-ready academic standards with fidelity and support inferences about student achievement with comprehensive evidence.
  • The vendor selected through this RFP will also work with groups of PARCC state leaders, educators and external experts to determine the cut scores to establish five PARCC performance levels for each grade-level assessment.

The release of this RFP is an important milestone in the work of the PARCC consortium, as the services acquired through the RFP will support PARCC states through the first operational year of PARCC assessments in school year 2014-2015, and for several years beyond. The State of New Mexico released this RFP on behalf of PARCC states, and the RFP may be accessed here.

Vendor proposals are due by December 11, 2013.
