But district leaders chose only four schools from that list. Then they added three other schools — Siebert, Mayberry and Arlington Park elementary schools — even though the original enrollment, capacity and building-condition criteria suggested that they should stay open.

District officials had varying reasons for the switch. The screening criteria were just a starting point, district spokesman Jeff Warner said, to be followed by a more complete and complex analysis.

In the end, the three schools were added to the list because Siebert and Mayberry are too small to be efficient, and Arlington Park has a structural defect that would be expensive to fix, officials said.
