Syracuse board creates bilingual kindergarten school

The Syracuse school board approved the creation of a new school in the district tonight -- one that will serve only kindergartners and may last only a year.

The board took the action under pressure from the state, which is requiring a phase-out of the struggling Delaware Elementary School.

The plan -- for the moment, at least -- is for the new school, which will be called the Delaware Primary School, to be phased in while the existing Delaware Elementary is phased out. Kindergartners will go to Delaware Primary this fall, while children in first- through fifth-grade will attend the existing Delaware Elementary.
