Last month, Virginia Gov. Bob McDonnell was in Alexandria to discuss his education reform agenda, which includes giving schools letter grades for performance.
During his remarks, McDonnell said the passion of local school board members for their students and their locality is “what is going to determine whether the school system is successful.”
Unfortunately for the governor, passion overlaid with hope is not a strategy.
And the numbers are telling. Recently released Standards of Learning (SOL) scores show declines on 19 of the 34 grade-level, subject-specific tests from 2011-12 to 2012-13.
