Three schools to be closed in Syracuse, N.Y.

Syracuse's Fowler High School and Delaware Elementary will be shut down or drastically changed under New York Education Department rules because they failed to raise academic performance over the last three years despite intensive state help.

The state also is closing Hughes Elementary School, which the district already has announced will be phased out and replaced by a new Syracuse Latin School.

District officials have not gone public with their plans for Fowler and Delaware, and they have not fully briefed the school board on their plans, board President Pat Body said this morning. But they have been talking with the state.
