Virginia county creates plan to up graduation rate

Box by box and file by file, three Campbell County Schools’ administrators combed the records of students who left school without graduating this year.

Many of the cases shared a common denominator — students who hit 18 years old ahead of their classmates.

Students who were held back in elementary school or middle school grabbed at the opportunity to legally walk out the door after they came of age — even if they otherwise were on track to graduate.
