Dr. Collier says children who struggle in school may have a learning difficulty that is due to a vision problem that goes undetected by standard vision tests. A developmental visual issue may be causing them to underperform or work harder with minimal results.

One Grand Prize winner will receive one Hitachi CP-X8170 projector (ARV $9,895) and one First Prize winner will receive a Hitachi CP-X8150 projector (ARV $6,495). The bill would fund preschool for 4-year old children from families earning below 200 percent of the Federal Poverty Level (FPL), and encourage states to spend their own funds to support preschool for young children with family incomes above that income level.
