Cory was a special education sixth-grader at the Saugus (Calif.) Union School District when he wrote an entry on his blog page entitled “The Spied Enemies: A War Journal.” This make-believe story opens with the words “I am Johnny Willow, a hero to some people. I will tell you my story about my adventures in World War II.”

Based on percentage of funding increase, the big winner in President Obama’s proposed 2010 education budget is Striving Readers, which is slated to go from $35 million to $370 million.

This program was designed to reach students in grades 4-12 whose literacy skills were significantly below grade level. Such students were not eligible for Reading First, a Department of Education program for students in grades K-3.

What constitutes a 21st-century education? The answers vary (Walser, 2008), but 10 states have already adopted the framework used by the Partnership for 21st Century Skills (www.21stcenturyskills.org), and more states are preparing to do so.
