The Illinois State Board of Education has maintained the School Incident Reporting System database where, by law, parents can find out about every serious school incident in the state. Less than one-third of the Chicago area's schools report incidents to this system.

Under current law, the Recovery School District controls the buildings of any schools it takes over. The local school board continues to own the property but can't use it. The proposed bill would require the unused school buildings be returned to the board.

The measure to prevent the nationwide rollout of the federal Common Core standards in the state was approved by a House committee. Building concern from parents bolstered a measure to repeal the standards in Missouri, said bill sponsor Rep. Kurt Bahr.
